Revive at the Affordable Housing Forum 2026 in Kyiv: workforce housing as a key driver of Ukraine’s reconstruction

Kyiv, April 2026 — During the Affordable Housing Forum held in Kyiv on 31 March 2026, workforce housing clearly emerged as one of the central themes shaping Ukraine’s reconstruction agenda. Public and private stakeholders aligned around a shared understanding: workforce housing is no longer only a social need, but a strategic lever for economic recovery, labour mobility and regional competitiveness.

The forum gathered representatives from the Ukrainian government, the National Bank, commercial banks, developers, international financial institutions and corporates. Discussions highlighted the growing role of housing in enabling business continuity, especially for companies that have relocated due to the war. For municipalities and employers, workforce housing is increasingly essential to attract and retain talent, support relocation, and stimulate local economic activity.

While the concept is still developing in Ukraine, initial pilot initiatives demonstrate its potential. At the same time, structural challenges — including fragmented development models, limited transparency and constrained access to financing — continue to hinder large-scale implementation and institutional investment.

Revive’s contribution to a scalable workforce housing model

Against this backdrop, Revive reaffirmed its commitment to supporting Ukraine’s housing sector through the development of a structured workforce housing programme. This builds on the Memorandum of Understanding signed in January 2026 with the Ukrainian Financial Housing Company (UFHC), aimed at launching an affordable housing programme for middle-income households and essential workers.

The need for such a programme is increasingly urgent. Since the full-scale invasion, large numbers of companies have relocated to safer regions, creating significant pressure on local housing markets. In 2025 alone, more than 12,000 companies moved operations, particularly in sectors such as manufacturing, construction, agriculture and wholesale trade. As a result, employers are facing growing difficulties in relocating and retaining their workforce due to a shortage of adequate and affordable housing.

Revive is addressing this gap by bringing its European expertise in fund management and development to Ukraine. As an AIFM-licensed fund manager, the company is working towards the establishment of a dedicated Housing Fund designed to mobilise capital from international financial institutions and professional investors. The objective is to create a scalable and institutional-grade model for purpose-built workforce housing.

The programme will focus on essential workers and underserved middle-income groups, with particular attention to inclusive and accessible housing solutions for women, young farmers and veterans. By aligning investment structures with international standards, the initiative aims to strengthen trust in the market and support the broader reform of Ukraine’s housing sector.

Market readiness for change

Insights from the forum confirmed that momentum is building. Increasing demand from corporates, the gradual introduction of new housing models such as rental and rent-to-own schemes, and the involvement of international partners are creating the conditions for a more mature and scalable workforce housing market.
