Kyiv, Brussels, January 2026 – Ukrainian Financial Housing Company (“UFHC”), operator of affordable housing mortgage program “yeOselia” and the European fund management and development group Revive have signed a Memorandum of Understanding to foster the launch of an affordable housing program for middle-income households and essential workers (“workforce housing”). Revive will build on it’s 15 years track record in affordable housing across Europe and the CEE region.
The objective of the cooperation is to develop a scalable affordable housing model for working Ukrainians who are unable to afford housing at market prices and, at the same time, do not qualify under any of the eligibility categories of the “yeOselia” affordable mortgage program. The workforce housing sector presents a significant opportunity particularly in the context of Ukraine’s reconstruction. Following the large-scale invasion, many companies relocated operations to safer regions of Ukraine, triggering workforce relocation and a growing shortage of attainable housing. Employers face increasing challenges in attracting and retaining employees to work in suburban and rural areas.

Revive is looking to implement sustainable and energy-efficient construction solutions with a strong emphasis on quality, affordability, and social impact. The expertise of Revive Fund Management as a regulated AIFM combined with the operational experience of Revive as a project developer, is important for the development of an institutional affordable housing platform in Ukraine, said Nicolas Bearelle, founder of Revive and Chairman of Urban Land Institute in Belgium, the leading and most affluent international real estate network organisation.

In 2025, Emerge Impact supported the Hansen Ukrainian Mission and its founder Dell Loy Hansen in securing a EUR 100 million loan facility from the EBRD to develop a scalable affordable housing platform in Ukraine, delivering approximately 1,800 housing units for internally displaced persons and vulnerable groups.
The partners are looking to engage with Ukrainian corporates to create a purpose-built high-quality, energy-efficient housing across multiple regions of Ukraine and mobilise institutional investors to support the growth and scalability of the workforce housing program.
